In the campaign you can fire in cloak with a silencer... but in MP it appears you can't. But does the first shot still do 0 damage?

As far as I know, yes. The first shot if you fire in cloak does not count.

Even with a silencer? Keep in mind that in the SP Campaign you can fire in cloak as long as you have a silencer (drains some energy with each shot though)

Yes even with the silencer it is like that, it's for balancing reasons.

There is a point. If you silence your weapon, you won't be shown on radar while firing. ;)
