If I was one of the people who never managed to connect to the servers in crysis 2, despite trying many of the recommended fixes and never having a problem like this in any other game, has this been fixed/adressed in any way for crysis 3? Luckily I got c2 on sale for $10, so it wasn't a huge loss, but if I want to get crysis 3 largely for the mp, will I be throwing away $60?

We can't know yet, but the Open Beta should start really soon, so why don't you give it a go?

Oh yeah, he's referring to the Base Filtering Engine and how it bugs out and prohibits Crysis 2 from opening ports.

Alpha was defined as "closed" and ended some time ago. Beta is basically the demo although they apparently want feedback to make fixes. I also assume that if this beta test happens to show lots of flows/bugs they will push the release date ... if not they will release a bunch of garbage like C2.
