I'm from Central Europe myself, but I believe that Moscow is really suitable for placing the server - good pings from both Russia and Europe (I'm not sure how are the pings from Great Britain, but that area is well covered).
Regarding you being kicked - I can't prevent you from being votekicked, but I can put you into safe-list, so anytime you're kicked, you're free to connect to the server again without waiting (and by saying I can do it, I mean that I've just done it).

I agree, it's a good location accessible for most players. I get better ping on Russian servers than on UK. I think it is not possible, in any case, i can not do this on my server.

Can you post how you make that exception in your server files? Unfortunately you cannot do that by any modification of the server files. At least I'm not aware of it. The RCON tool ( http://secure.mycrysis.com/forums/viewtopic.php?f=40&t=50858) takes care of removing bans for trusted players... and it's monitoring KICKASS 24/7 (however, there are some blind spots these days as we're trying to get new version into stable and release-able state).
