Yup looks like Origin is required for that discount.

I'll be looking for the standalone CD version.

No, it means that the digital version works with Origin, and probably the retail version will too...

The discount key-resellers (who sometimes bulk physical copies and sell the keys online) will often include this phrase. Its kind of stock language. It doesn't have any implication to Origin exclusivity, it just means the seller isn't providing a way to download or install the game.
