I'm looking for a UK Ranked Crysis 2 server provider with full FTP access, ability to edit level rotations and dedicated.cfg's, ban lists, support for Custom Maps (if at all possible Mods too), and good quality connections, the whole shibang.
Let me know if you have any recommendations. Thanks.

I would be willing to buy one and let you have full control (along with me) but what's in it for me? :)

And as far as I'm aware the only other UK server is from a company who doesn't admin it.

What? I didn't ask for anyone to buy me a server. I asked if anyone has recommendations for server providers in the UK not recommendations for server owners...

Killercreation.co.uk (In the description they say they grant FTP access or something like that).
Multiplay. They grant FTP access (not 100% sure) and you can install custom maps according to the support guy I've talked once. They should have servers in London.

Note: FTP access is not granted by any of them because it's restricted by EA in their agreement for Crysis 2. (Just remembered).
Edit: Remembered wrong, sorry. Access to core files is not granted. There may be FTP to non-core files.
